New Town Hall
Elmer signed a contract with Keller Industries to oversee the new Town Hall project. Keller’s bill came to $147,000. See page 21, top line, of the 2011 Audit Report.
The $147,000 is about 25% of the total net project cost. Why is the $750,000 Town Hall parked way back in the corner of the lot? Nice flag poles that not visible from the road.
Only 125 voted out of approximately 4,000 people in our township. Actual voting was not on the Agenda, it was assumed to be an informational meeting. At this
same meeting they voted not to spend over $750,000 on the new town hall. What if there were cost over-runs when it was half completed, would they then leave off the
roof or just shorten the building? Regarding the roof, the OSB sheets were left uncovered over a weekend in which it rained over 4 inches. The bare interior wall studs and the electrical were left exposed to the elements during this time. Where was Keller?
Staff Wages
Sandra Pagel is retired. When she is called back to work she gets $25 per hour.
Sewer Board President
David Szela is President of the Sewer District.
Elmer is only Chairman of the entire Township. (What’s wrong with this picture?)
Unable find the salary of David Szela or others on the Sewer Board. Nothing found in the Annual Town Audit Report.
Church Picnic Volleyball
Did you know that David Szela, Elmer Ragen, David Pribyl, and Douglas Allen all voted against Frank Nowak having a once a year volleyball tournament to benefit the
Church Picnic? Frank was cited over $1,100, essentially for making extra money for the Church Picnic, all because of these 4 people. It is a fact that Frank
loses personal money every time he has a tournament for the benefit for the Church. The Oconto Court System dismissed the case and gave Frank more than
he asked for. All accusations by Szela, Ragen, Pribyl, and Allen were proved false by the court system. Frank was not in violation of any laws or ordinances and will continue to host the volleyball tournament.
South Chase Road
At one of the Town Meetings there was talk about the cost per mile for rebuilding South Chase Road. Elmer said about $45,000 per mile, someone else said about
$75,000, then a representative for the low bidder of the project said between $125,000 and $140,000 per mile. The actual cost was about $250,000 per mile.

Campaign Signage
(3-31-15) Elmer Ragen and David Pribyl, currently being our town representatives, did not know that their campaign signs could not be placed in the Right of Way of a
County Road. They had to be told by a County Highway Representative to remove their signs immediately. They pulled out their
signs and moved them over another 10 to 20 feet onto private property without first receiving permission from the property owners (proof of this can be made available).
Douglas Allen is also guilty of doing the same without permission. This incident would not be found in the meeting minutes; it was personally witnessed by Frank Nowak.
